Competitive Position for Brainerd and Baxter Regarding Development Fees

The Brainerd Lakes Chamber is a regional chamber of commerce, representing 1,100 businesses in the Brainerd Lakes region and serves its members by building a healthy successful business community. The cities of Brainerd and Baxter are competing economically with other parts of Minnesota and the nation. Commercial developers have told city leaders that the cost of development in the cities is more expensive than other areas. To determine the competitiveness of the two cities, the chamber seeks solid data to compare the complete cost of development, not just individual costs. Sara Gronewold, a Public Policy graduate student in the Humphrey School, determined the complete cost of development for certain types of projects and analyzed these comparatively across several Minnesota communities. The results are being used to inform efforts to improve competitiveness.
