Starling Program Planning

The Saint Anthony Park Community Council is one of seventeen district councils in St. Paul. Many storefronts, offices and warehouses on University Avenue are vacant, due in part to Central Corridor construction. Increased vacancy rates create a downward spiral as the remaining businesses draw fewer customers. This has a negative impact on the surrounding community. Since October 2011, SAPCC has been in working with the Starling Project, a volunteer team of graduate students from the University of Minnesota, about how to view these empty spaces as an asset. These places that can become home to “meanwhile” uses, allowing local artists and entrepreneurs space to try an idea in the short term, and perhaps even moving to long term. Beth Evanson, a Master of Landscape Architecture student in the College of Design, will record program activities, interview key informants and develop a case study. The results will be used to promote creative enterprises and serve as a model for other neighborhoods.
