Produced by students in OLPD 5501: Principles and Methods of Evaluation, fall 2013 (Instructor Randi Nelson, College of Education and Human Development) as part of the 2013-2014 Resilient Communities Partnership with the City of North St. Paul. 

One of the key goals for the city of North St. Paul, Minnesota for 2013, outlined by the North Saint Paul City Council, was better communication with residents. The city’s aging and increasingly diverse population creates challenges to communicating effectively. The city is also interested in improved internal communication among staff, and with advisory committees and elected and appointed officials. Although the city has a draft communications plan, it has not been implemented.

In the fall of 2013, Organizational Leadership, Policy, and Development students in a program evaluation course designed an evaluation plan to assess the city’s existing internal and external communications efforts, as well as what residents, City staff, and city officials would like to have communicated, through what means, and with what frequency. This report is the work product of that student project.
