In response to increasing numbers of births to unmarried minors, Minnesota passed legislation in the early 1990s requiring that every minor mother in the state develop a comprehensive plan for the care of her child. Hospitals were required to report births to the county social service agency. The story of how this legislation was implemented is presented and questions are raised about mandating intervention, about who should intervene, and about legislating new services without supplying a budget to pay for them.
