Evaluating the Impact of No Child Left Behind in Minnesota.

This article explores the relationship among No Child Left Behind's evaluative tools, the determinants of student achievement (those that schools can and cannot control), and the behaviors and perspectives of those closest to the actual moment of educational production. Specifically, the article focuses on Minnesota's public school principals, the relationship between their leadership and success and failure under No Child Left Behind, as well as their perceptions of the law's effects on their leadership. The author argues that the tools with which achievement is measured in Minnesota need to be rethought. The article includes a number of recommendations for policy makers.
